WILTON – The town’s appeals board has voted to uphold the Planning Board’s approval of the Village View five-lot subdivision.

There was quite a bit of debate on it Thursday night, appeals board member Norman Gould said Friday.

Those opposed to the development gave a good presentation, he said.

The appeals board decided that the developer and the Planning Board had met partway, reducing the number of entrances from three to five, he said.

The Planning Board voted in December to waive a rule that requires a single entry road to any new subdivision and then voted to approve the developer’s preliminary application.

The Planning Board’s vote had been based on the findings of a traffic study that showed there would be no adverse impact on the neighborhood as a result of the five new homes, that the topography and geography of the land preclude building a single access road, and that developers made every effort to conform to the town’s ordinance. The lots are perched on a narrow strip of land near resource-protection zones above Wilson Stream, behind the former Foster factory.

Kathleen Masterman, an abutter to the project, appealed the Planning Board’s decision, citing procedural errors and errors in judgment. She was also concerned that the subdivision’s location along the side of a steep embankment leading to Wilson Stream is dangerous both for landowners and the environment.

Attempts to contact Masterman on Friday afternoon were unsuccessful.
