Roger E. Cloutier, center, commander of the Normand Dionne VFW Post 9150 in Lewiston, received a citation from District Commander William B. Bradbury, left, for achieving 100 percent post membership for the current year. Also making the presentation at the District 9 meeting in Rumford is Arthur J. Roy, District 9 membership chairman. District 9 is made up of posts in Auburn, Rumford, Jay, Canton, Lewiston, Lisbon, South Paris and Greene.
