Since that article on the proposed “rain fee” first appeared in the April 17 Sun Journal, I have discussed that issue with more than 100 friends, neighbors and businesspeople here in Lewiston.

I don’t believe that it is a good plan. I have found absolutely no one in favor of this bright idea and, since the April 19 Sun Journal made reference to the federal mandates, I also had an “educational” phone conversation with the people at the Environmental Protection Administration office in Augusta.

It seems that Lewiston is not exempt from any of those federal regulations, as I had been told last fall by some city employees.
