TURNER – The late Carl V. Thomas featured on Wednesday’s B1 of the City edition and B2 of the River Valley edition, did not have his license under suspension for the fourth time in 10 years. Nor was he driving drunk or have a prior conviction for driving while intoxicated. John Rogers Mincher Jr. was indicted this week on charges of manslaughter, leaving the scene of a crash, driving with a suspended license, criminal driving while intoxicated and driving without a license after he was involved in a crash that claimed the life of Thomas in 2004.
