RUMFORD – Planning Board members reviewed a checklist of questions posed by a regional planner at their meeting Wednesday as they discussed a proposed 305-unit housing development located off the Isthmus Road.

Bob Berry, engineer for the project known as Scotty Brook at Black Mountain, will take the questions raised by Fergus Lea, planning director for the Androscoggin Valley Council of Governments, and prepare responses.

Among the issues are wetland mitigation plans.

Berry said the project will disturb just under an acre of wetland habitat. In return, approximately 40 acres of land within the 460-acre development will be preserved as a wildlife corridor. Lea plans to walk the area with Berry next week to gain a clearer understanding of the project layout and its possible affect on wetland.

Other matters that will be answered at the July 5 Planning Board meeting concern fire protection, pond maintenance, the trail system, and sewer capacity, among other items.

Planning Board Chairman Gary Casey said tentative plans are to act on a preliminary approval in August, then possibly grant final approval in November.

Lem Cissel, a Rumford businessman, proposed a combination of condominiums, cluster housing, and single-family housing for the development, the largest the town has ever considered. He plans to develop the project in phases over a several years.

In other matters, Phil Zinck was granted a flood plain permit so he can bring about 500 cubic yards of fill to his airstrip along the Androscoggin River. The airstrip and hangar are about a mile west of the town along Route 2.
