PARIS (AP) – Cycling’s chief wants to punish riders involved in a doping investigation in Spain, and is frustrated he can’t do so before the Tour de France because Spanish authorities aren’t identifying the violators.

Pat McQuaid, the head of cycling’s governing body, said Monday he needs “definite proof and definite names in order to be able to act.”

McQuaid noted details from the investigation, including riders’ names, are leaking “bit by bit, day by day” into Spanish media. But at the same time, he said Spanish authorities have told him that information cannot be released until the judge leading the investigation goes public with his findings.

Spanish police found lists identifying more than 100 top-level athletes who allegedly used doctors offering doping procedures.

, and seized banned drugs and frozen blood in raids in May. Top cycling manager Manolo Saiz and four others were arrested.

McQuaid said he understood the concerns of about 200 Spanish riders who protested on Sunday against another media leak – this one saying that at least 58 riders may have received prohibited substances and blood transfusions – by stopping during their ride in the Spanish championships.

“They should possibly have found other ways of expressing their discontent with the situation. … They would have been better making a protest and then making the race and giving us a champion,” McQuaid said. “It’s unfortunate, however, I do understand their frustration.”
