MEXICO – Selectmen set a joint meeting with the Planning Board on July 27 to begin work on an ordinance that will govern how the municipal budget will be adopted as well as contingency plans if it is voted down.

Members of the Mexico Taxpayers Association presented the four-page draft document to selectmen at their Wednesday night meeting.

The need for the ordinance stems from the town’s majority vote on June 13 that virtually eliminated the open annual town meeting in favor of secret ballot vote on what had been town meeting articles.

“This is a good starting point,” board Chairwoman Barbara Laramee told taxpayer association member Gary Coffin.

Also on Wednesday, the board approved spending $16,800 to replace 30 windows in the recreation center, a plan that they hope will make a substantial difference in the amount of fuel oil needed to keep the 70-year-old building warm during the winter.

The project is expected to begin by the end of the month and take about 30 days to complete.

“This will make a big difference in heating,” Selectman Richie Philbrick said.

Town Manager John Madigan said on Thursday that the windows will be replaced with 12 windows. The spaces that had once housed windows will be boarded in and painted.

River Valley Home Improvements of Mexico will do the work.

In other matters, selectmen heard a presentation by Len Greaney, who has researched Oxford County veterans who have died overseas. He is seeking donations toward a monument and individual stones to honor the servicemen. The board agreed to put his request on the agenda for the Aug. 23 meeting.

Selectmen also made several appointments to boards for the upcoming year. These include: Laramee on the River Valley Growth Council; David McDonald to the water board; Peter DeFilipp and Randy Canwell to the Board of Appeals; and alternative Planning Board member Ed Carey to a full membership.
