AUBURN – Councilors will study open records rules and the Taxpayers Bill of Rights at their meeting Monday night.

“We’ve talked about doing an overview about Freedom of Access rules for sometime, but we’ve always had other, more pressing, items,” City Manager Pat Finnigan said. “This is the first workshop meeting we’ve had when we did not have to discuss something time sensitive.”

Councilors are scheduled to meet in a 6 p.m. workshop Monday, with attorney Patrick Scully of the Portland firm Bernstein, Shur, Sawyer and Nelson. Scully acts as city attorney for general municipal issues.

Monday’s discussion will cover public meetings, executive sessions and public records.

“These are things that both elected officials and department heads should be aware of,” Finnigan said.

Scully is also the general counsel for the Maine Municipal League regarding TABOR and is completing a legal view of it. TABOR, which would put a cap on government spending, will be on this November’s ballot.

“It’s not a political review, but more looking at interpreting the language legally,” Finnigan said. “There have been many things said about TABOR and many different interpretations of what it would actually do. We’re trying to get a baseline understanding of all of it.”
