RUMFORD – Two days after a Charter Commission was elected, the town clerk has set an organizational meeting for 6:30 p.m. Monday, Sept. 11, in the conference room of the Municipal Building.
The commission will choose a chairman, vice chairman and secretary.
About 400 people turned out to elect six members of the commission on Tuesday, resulting in more than 100 write-in candidates along with the three who were on the ballot.
Town Clerk Jane Giasson said Thursday that state law requires the commission to hold a public informational session within 30 days of its organizational meeting.
That’s when people will have a chance to offer comments, make suggestions on changes they’d like to see in the charter and present their thoughts on the 28-page document.
The charter has been characterized as Rumford’s constitution.
Written in 1951, it provided for a town manager form of government. A few amendments have been made to it since then.
However, many people believe an update is needed to revise outdated language – such as acknowledging that Rumford is part of SAD 43 – and possibly to add major changes such as a provision for recalling elected officials or instituting term limits for selectmen.
A preliminary report must be presented within nine months, then a final draft given to selectmen within a year. In order for any changes to be made, voters must approve them at a regular or special election. Public hearings will be held during the charter revision process.
Selectmen appointed former Selectman James Thibodeau, Linda Couture and Walter Buotte to the commission earlier this summer.
At Tuesday’s election, ballot candidates Carlo Puiia, Joseph Roberts and Ron Theriault were elected. Write-in candidates Eugene Boivin, Richard Lovejoy, and Linda French also won seats to the nine-member panel.
