ST. JOHN, N.B. – The American Immigration inspectors here have received a new set of regulations governing the admission of persons to the U.S. The rules are much more rigid than ever enforced here. The immigration department of the U.S., in an effort to exclude from that country all that may in any way be considered undesirable citizens, has decided that an examination similar to the one for “first papers,” or preliminary step towards naturalization shall be made at the border. Hence under the new regulations all persons from Canada who intend residing in the state will be questioned at great length.

NEW YORK – A nearly 3-1 majority of Americans opposes the concept of basing Social Security payments solely on financial need rather then primarily on payroll contributions. Among people who said they had heard or read of President Reagan’s latest economic proposals, 29 percent said they favored the portion of his original plan reducing benefits for some people who retired before age 65.

•We applaud the decision of Rep. Olympia J. Snowe of our Second District to file legislation in Congress to repeal $11.7 billion in oil industry tax breaks as a partial alternative to President Ronald Reagan’s proposed $13 billion in additional federal budget cuts. The huge windfall for Big Oil is unconscionable.
