LISBON – Town councilors, after hearing a presentation on the Taxpayer Bill of Rights and how it might effect Lisbon, discussed the issue but have taken no official position.

In his presentation, Town Manager Curtis Lunt said if TABOR had been in effect for this fiscal year, the town budget would have been over the allotted amount by $177,000. This, he said, under TABOR, would have necessitated an override vote and a referendum.

In addition, Lunt said, the town would have been required to mail a notice to every household that would have included several pages of information. The same process would be required in order to raise fees. Any changes in the future would also need a two-thirds vote, townwide mailing and a referendum, Lunt added.

In other business, councilors:

• accepted Russell Resources Inc.’s bid of $38,840 to replace the Madelyn Street pump station, which is part of a $60,000 upgrade;

• approved year-end transfers among various accounts totaling $34,435, the bulk of which was $25,000 to balance the solid waste disposal account; and

• scheduled a public hearing on Oct. 17 to hear comment on a proposed street excavation ordinance and driveway entrance fees of $20 and $10 respectively.
