GREENE – A seat on the Board of Selectmen is the only race being contested this Friday.

Incumbents Ron Grant and Tim Doyle, running for re-election, are being challenged by Robert Hack Jr., who was an employee of the town’s highway crew.

Grant, the board chairman, has been a selectman since 1996. Doyle has held a seat for all but three years since 1993.

Friday’s ballot-style vote, which will be held at the Greene Fire Station from 7 a.m. to 7 p.m., will also include an open position for the SAD 52 board. Vice Chairman Diana Morgan is running for re-election without a challenger.

The election precedes Saturday’s annual town meeting, set to begin at 9 a.m. at Greene Central School.

The proposed town budget will not raise tax rates, said Town Manager Charles Noonan. However, the school budget, which is a significant portion of town spending, will not be finalized until June.

A $43,400 revaluation project is being proposed for next year. And about $1.4 million, more than $73,000 over last year, will be used to help lower tax rates.

According to the warrant document, one article will ask voters for a 3 percent cost-of-living pay raise for town employees. The suggested increase reflects about $10,000 more than last year’s $293,000 approved budget, and includes employee expenses such as mileage reimbursement and health benefits.

The proposed budget for town office maintenance – $4,500 – is more than twice what was approved by voters last year. However, according to town documents, only $500 was actually used for repairs last year.

Selectmen and budget committee members disagree with the cost of creating a Parks and Recreation budget. The budget and ensuing committee used to be under the Conservation Commission. Selectmen support spending $8,250 for the new Parks and Recreation budget. Budget committee members support spending $2,500.

The General Assistance expense account is listed as $4,500 in the warrant, and selectmen propose giving $7,250 – the same as last year – for charities, despite the budget committee’s support for $6,500.

A firetruck reserve account of $25,000 is being proposed, and $25,000 for a new loader, along with a $310,000 budget for road maintenance projects.

Selectmen plan to continue discussion of the new transfer station ordinance rules. A special meeting held in January, according to Noonan, was poorly attended.

“Hopefully we can get into a little more dialogue,” he said.

The town meeting will be broadcast on local access Channel 7.
