GREENE – Residents voted Saturday to approve a property revaluation, but to conduct it using a market analysis rather than an intensive review that would include examining each structure in town.
The town will pay a one-time fee of $30,400 to a contractor, instead of taking on a complete revaluation that could cost $200,000 to $300,000.
The town also will pay $13,000 to computerize all real estate records.
A normally routine article on the town meeting warrant allowing a 5 percent discount for early payment of real estate and personal property taxes brought a significant split between selectmen and some budget committee members.
Although the budget committee recommended eliminating the discount, which the town must fund to the tune of $142,000, residents voted by a wide margin on the side of selectmen to keep the discount.
Brenda Theriault, a member of the budget committee, argued that the discount works against taxpayers who can’t afford to pay their taxes early.
Sheldon Bubier, another budget committee member, said, “I think it’s still important to have discounts.” He added, “If we really care about our neighbors, wouldn’t we bring the 8 percent charge for late payment down to 3 percent?”
A difference of $750 in the amount recommended by selectmen and the budget committee for the Charitable Expense Account also generated debate. The budget committee proposed reducing requests from Tri-County Mental Health Services, the Abused Women’s Advocacy Project and the Child Health Center from $250 each to nothing. Theriault explained that the agencies didn’t send representatives to speak on behalf of the requests.
A motion for approval of the lower amount was reversed by an amendment from the floor. Full requests from 10 agencies were approved.
Parks and Recreation got $2,500 rather than $8,250 supported by selectmen, which would have included reseeding the recreation park field. No one from Parks and Recreation attended the town meeting to speak for their request.
In other votes, $310,000 was approved for the road construction and paving account, and the public works account was approved at $382,900.
The Fire Department got $55,815, and a roll-off container is included in the transfer station account of $263,125. Voters also approved a 3 percent cost-of-living wage increase for town employees.
About 40 residents attended the meeting at Greene Central School.
