JAY – Two people were arrested and another one summoned after police responded to investigate a report of an underage juvenile drinking party late Saturday into Sunday morning on the Jay-Canton line.

Jay police Detective Richard Caton IV responded to check out the report of the party at a camp in the woods at the end of Latham Road. The dead-end road is located off Morse Hill and Route 17 in North Jay.

The camp turned out to be actually in Canton, Jay police Chief Larry White Sr. said.

Caton observed a vehicle driving on the road. The operator shut off his lights and continued on his way when he saw the cruiser, White said.

Caton followed the car without activating his siren or blue lights and when the officer got to the intersection of Latham Road and Morse Hill, he could hear the vehicle accelerating, White said.

Caton headed down over Morse Hill and caught a glimpse of tail lights and he activated his lights and siren, White said, and discovered the car had gone off the road and rolled over on a slight embankment.

“At no time was there a pursuit,” White said.

The driver of the vehicle, Brandon Flagg, 18, of Jay was arrested early Sunday on charges of operating after suspension and eluding a police officer by shutting off his lights, White said.

No one was injured. The 1990 car that belonged to Flagg’s mother was deemed totaled, White said.

Police also received a report of another vehicle being off the road in a ditch and learned that there was some underage drinking still going on and contacted the Oxford County Sheriff Office.

Before a deputy could arrive, Jay officer Russell Adams ended up arresting and charging Shane Morse, 18, of Jay on charges of operating after suspension and violating conditions of release, White said.

Oxford County Cpl. Chancey Libby issued Morse a summons on a charge of providing a place for a minor to consume liquor, White said. The camp belongs to Morse’s parents, White said.

Adams also issued a summons to Dustin Towers, 18, of Jay, on civil violations of possessing a useable amount of marijuana and possession of drug paraphernalia – a scale, White said.

“We are still investigating,” he said.

“There was a large group of juveniles participating in this party,” White said, “and Jay police are not going to tolerate this type of behavior. It puts the juveniles at risk as well as the public and we will investigate and prosecute any and all complaints of this nature.”
