The Legislature is reviewing a myriad of bills pertaining to sex offenders this session. Here is an update on where they stand:

L.D. 46: An act to establish a 25-year minimum sentence for offenders convicted of gross sexual assault against a victim younger than 12.

Status: Failed on the House floor Tuesday, awaiting Senate action.

L.D. 372: An act to add the element of furnishing drugs or intoxicants to a victim to the gross sexual assault law.

Status: Both chambers gave final approval Tuesday, awaiting action by the governor.

L.D. 423: An act to establish guidelines to where an offender can live, and establish restraining orders to protect victims.

Status: Carried over until next session.

L.D. 446: An act to look at the registry and create a tiered system for offenders.

Status: Carried over until next session.

L.D. 1491: An act creating a new crime of prohibited contact with a minor.

Status: Both chambers gave final approval Tuesday, awaiting action by the governor.

L.D. 1736: An act to amend the laws relating to probation and supervised release for sex offenders.

Status: Both chambers gave final approval last week, awaiting action by the governor.

The following measures are dead:

Registry: Adding a map to make the registry easier to read; focusing the registry on the most dangerous offenders; examining the types of offenses to which someone would have to register; clarifying that a person may not appeal being on the registry after conviction

Notification: Requiring notification of licensed child care providers and school personnel when a sex offender moves to town; require local police stations or town halls to post an updated list;

Victims: Creating a lifetime restraining order from the victim for the offender; preventing offenders whose victim was younger than 12 from having any contact with children under 14;

Residency requirements: Requiring probation officers to approve an offenders’ residence; allowing municipalities to establish safe zones where offenses within would be considered aggravated; preventing registered offenders from living in a municipality without a police department; barring offenders from hanging around schools; preventing sex offenders from living together;

Others: An act to create indeterminate sentencing and a forensic review board for repeat sexual assault offenders and sexually violent offenders.
