WILTON – Town Manager Peter Nielsen said Tuesday that he was pleased how the 100-plus voters went through the 62-article warrant in just under three hours.

Among their decisions was not hiring a harbormaster for Wilson Lake to patrol during the Blueberry Festival fireworks and to assist with milfoil inspections.

They also chose not to raise $25,000 for a fish screen account for the lake.

Police Chief Dennis Brown told residents that one of his officers volunteered to help with boat duty during the festival, Nielsen said. For that, Brown received a round of applause, and voters chose not to create another paid position, he said.

Selectmen had recommended a $750 stipend for the harbormaster and the Finance Board recommended nothing, Nielsen said.

Newly elected Selectman Irv Faunce spoke against an article to raise and appropriate up to $6,250 to match with SAD 9 for replacing lights at Academy Hill gym, Nielsen said. Faunce thought the lighting should be the responsibility of the school. After a few spoke in favor of the article, voters agreed to raise the money.

Voters also chose to raise and appropriate $110,000 for a new bucket loader, he said.

The town authorized using $1,131,800 from excise taxes, state revenue sharing, investments and other income to offset the amount to be raised by property taxes in the 2007-2008 fiscal year.

Another $256,997 was raised for general administration that included town office staff and administrative charges and expenses. The proposal also included ballot-counting equipment for $6,000 and computer software for $9,000 for billing taxes and utilities, Nielsen said.

State Rep. Thomas Saviello presented legislative sentiments to the owners of Hall Farms in East Dixfield for their maple syrup production, to Russell and Susan Black for their farm operation, and one for Janice B. Smith, to whom the town report was dedicated. Smith died last summer in a scuba diving accident. The town report remembered her for her years of service to nursing, Dirigo Girls State, Wilton Blueberry Festival, Jennifer Lowe Smith Scholarship Fund, Farmington Emblem Club, Girl Scouts and Boy Scouts.
