RUMFORD – Selectmen received a briefing Thursday night on the Charter Commission’s work of reviewing and updating the 50-year-old town document.

Greg Buccina chaired the meeting.

Walter Buotte, who leads the Charter Commission, said the nine members have worked through the document once, and are starting over again to catch anything else that may require change.

Among the recommendations made so far are increasing the size of the Board of Selectmen from five to seven members, making all references gender-neutral, mandating training for new selectmen, and adding to the list of qualifications for town manager experience with economic development and labor relations.

All recommendations must be approved by townspeople before they can go into effect.

The board also directed Town Manager Jim Doar to pursue installation of a couple of 1000-watt bulbs on Morse Bridge that would illuminate the reflection pool of the Androscoggin River. The power company perched near the top of Pennacook Falls has already agreed to install similar lighting that would illuminate the falls.

Following a 30-minute closed session with town attorney Jennifer Kreckel, former interim Town Manager Stacy Carter, David McKivergan and Jolan Ippolito of the Town Manager Selection Committee, and Doar, the board took no action on an internal complaint. Kreckel said because no action was taken, the town does not have to reveal information on the complaint.

Buccina would say only that Doar had the full support of the board.

In other matters, the board:

• approved a list of public works equipment that members of the public may borrow in an emergency. A list of the items are on record at the town office. The practice has been in place for many years, but no policy has ever governed a procedure to borrowing items;

• agreed to eliminate two parking spaces from two corners adjacent to Concorde Apartments on Washington Street so emergency vehicles could enter the driveway if necessary; and

• agreed to stagger the terms of five Finance Committee positions as recommended by committee Chairwoman Jolan Ippolito.
