ROXBURY – A Roxbury man who has been incarcerated at Oxford County Jail in Paris since Tuesday night has yet to be arraigned due to continued combativeness, according to Oxford County Sheriff Wayne Gallant.

Roger W. Elliott, 49, of Marchard Lane near Roxbury Pond, is charged with violating a protection from harassment order and failure to comply with arrest or detention. The charges stem from incidents Tuesday in Roxbury, Gallant said.

“We had probable cause that he committed at least two violations yesterday,” Gallant said Wednesday afternoon. He wouldn’t specify the types of harassment.

Deputy George Cayer was sent to investigate, later assisted by Cpl. Brian Landis.

“When Deputy Cayer tried to arrest him, (Elliott) tried to flee and run into a house, but the deputy grabbed him by the arm,” Gallant said. Elliott resisted and a Taser was used, saving the officer from injuries, he added.

“The Taser neutralized him last night and protected the people near him who had the protection order out on him. I think it’s a great tool that will save a lot of people from being injured and prevent damage to cruisers from prisoners who smash their heads through windows or use their feet to smash out doors,” Gallant said.

However, once Cayer got Elliott to the jail in Paris, where a Taser prong was removed from Elliott’s leg, he continued to fight, the sheriff said.

“He’s been very combative in jail all day, so we have yet to book the man, because he’s been so combative. His arraignment was not today, but hopefully tomorrow. This is certainly one for the books. He’s been in jail all night and all day today, but has yet to be booked. You can’t be fighting to be booked.

“He’s being kept in segregation in an isolated cell so that he can’t hurt anybody else. We’re exploring his medical issues at this time,” Gallant said.

A jail official said Wednesday night that Elliott was booked in the evening.
