PARIS – A 26-year-old Newry man remained in jail Wednesday, four days after he threatened to kill his parents and sisters and cut their heads off, officials said.

Jeremy Lee Cowin of 32 Branch Road was so violent after being arrested Saturday night the home he shares with his parents that he was shot twice with a electroshock gun enroute to the jail in Paris with little result, Cpl. Justin Brown said in his affidavit.

At the jail, it took three officers to get Cowin out of the cruiser, but photographing and fingerprinting him as part of the booking process were impossible due to his behavior.

“He was extremely confrontational and combative,” jail administrator Capt. Ernest Martin said.

Cowin is charged with terrorizing, criminal threatening, domestic assault, obstructing a report of a crime or injury, refusing to submit to arrest and disorderly conduct as a result of the events that began Saturday night.

Brown said Cowin threatened to “kill the entire family and cut their heads off” Saturday, creating a “hostage situation” at their home. He is accused of assaulting his mother, taking phones from the house so no one could call the police and collecting knives.

His father, mother and two sisters were not hurt, and one was eventually able to call police, he said.

Arriving first were Lt. Shayne White and Officer Jeff Campbell of the Bethel Police Department. White observed Cowin holding a knife, but he put it down when White entered the house and was restrained without difficulty.

Cpl. Brown showed up next. He said Cowin became angry and uncooperative as he was being driven to the Oxford County Jail. Brown said he warned Cowin he would jolt him after Cowin attempted to kick out the windows and cage of his cruiser.

“I was not going to tolerate him injuring himself and damaging my cruiser,” Brown said, so he gave him a two-second shock. When Cowin resumed his violent behavior later, he gave a five-second shock.

“He knew he had been Tased, but I guess he thought it was a one-time deal,” Chief Deputy Dane Tripp said.

Two jailers suffered minor injuries trying to subdue Cowin, Martin said, and while taking him into his cell he tripped and suffered a two-inch gash on his head. Correctional officer Melissa Monzo also discovered a sharpened nail file in Cowin’s back pocket, leading to the contraband charge.

Cowin was taken to Stephens Memorial Hospital in Norway, where Tripp requested that he be given a disorderly conduct charge for continuing to shout obscenities after being asked to stop.

A nurse at the hospital advised that scans and X-rays appeared to show internal bleeding, so Cowin was taken to Central Maine Medical Center in Lewiston for treatment and put under guard until being discharged Tuesday, Tripp said.

Capt. Martin said the jail will have to pay for the ambulance services and Norway hospital costs, but not the CMMC bill because Cowin was admitted and should be covered by the state run MaineCare insurance program.

Cowin’s bail was initially set at $10,000 cash, but at his appearance in Rumford District Court on Wednesday, Assistant District Attorney Joe O’Connor recommended $5,000.

Judge Valerie Stanfill accepted the recommendation of court-appointed attorney Curtis Rice for $1,000 cash bail because Cowin had never failed to appear for previous court hearings, is employed and could pay a lower bail.

Cowin must not: return to his home; have contact with his parents, Fred and Debra Cowin, or T.J. Cowin or Shelby Cowin; use illegal drugs and alcohol; or possess dangerous weapons.

He was returned to his cell Wednesday because he could not make bail.

He is scheduled to appear at 8 a.m. Nov. 29 in Oxford County Superior Court in Paris.
