Victualer’s license

Issue: Whenever an existing business changes hands, the new owners must apply for required licenses in their names.

Scoop: Following a public hearing, councilors issued a victualer’s license to the new owners of the Kitty Corner Store, Fred and Bridget Oliver.

Young Road accepted

Issue: In order for road to become a town road, it must accepted as such by the council.

Scoop: It was voted to accept Young Road as a town way.

Disposal-fee waiver

Issue: A home on Pinewoods Road was destroyed by fire recently, and the town was asked to help by waiving the disposal fee.

Scoop: No action was taken due to lack of a motion. However, Town Manager Stephen Eldridge was directed to look for some resources to pay the $1,000 cost.

Public Works over budget

Issue: Due to the early snow storms this season, Lisbon faces the same problem as most other municipalities, snow removal budgets are running low.

Scoop: Eldridge reported that the 2007-08 public works is about 50 percent over-budget due the early start of winter. He expects that fund transfers will be needed.

Plan reviewed

Scoop: The capital improvement plan was reviewed by councilors, but no action was taken.

Appointments

Eldridge, who took over as town manager on Jan. 7, was appointed treasurer.

Eldridge also was appointed as Lisbon’s representative to the Androscoggin Valley Council of Governments executive board, and Councilor Dale Crafts as a general assembly member of AVCOG.

Town Engineer Ryan Leighton was named to the Androscoggin Transportation Resource Center.

Manager’s report

In his report to the council, Eldridge said he is meeting weekly with town department heads to discuss the budget process; demolition of the remains of the fire-damaged Seigler property is under way; and the town has been addressing sewer backup problems on Park and Scottsdale streets.

Following the business meeting, councilors met in a workshop session to set goals for the coming budget season.
