BANGOR (AP) – A DVD that caused the Washington County sheriff to sever ties with the Maine Drug Enforcement Agency shows a drug agent gulping down what appears to be beer while holding up his drug agent badge for the camera.

Washington County Sheriff Donnie Smith last month cut ties with the drug agency after being alarmed over the DVD. He restored the working relationship a few days later after talking with Public Safety Commissioner Anne Jordan.

The Bangor Daily News, which obtained a copy of the DVD after filing a Freedom of Access request with Smith, said the hour-long video is titled “Once Upon A Summer” and is a montage of video clips that were filmed about two years ago.

Most of video shows people who appear to be in their 20s, including the MDEA agent, drinking or joking around for the camera. Much of the dialogue is sexually suggestive.

Some of the footage shows people baring their buttocks and others vomiting after apparently drinking too much at a party.

It also shows the agent firing a pistol in a yard.

The scene that Smith seemed to object to most when he expressed concern about the DVD shows the agent behind the wheel of a vehicle and talking to the camera. He holds up a mug and his MDEA badge and says, “This is a public safety announcement from Maine Drug Enforcement. Drink responsibly.”

He gulps down the contents of the mug and starts up the vehicle, which appears to move. He then burps for the camera.

State officials viewed the DVD and concluded that while the behavior was “juvenile,” it wasn’t criminal.

The agent has not been named.
