NEW VINEYARD – Three options for work on Barker Road face voters at Saturday’s annual town meeting. The meeting is scheduled to begin at 9:30 a.m. at Smith Hall.
A five-member committee is ready to bring three ideas before voters to repair and reconstruct parts of the road, Selectman Fay Adams said.
The first is to reconstruct the road from the Searles home north to Herrick Mountain Road, and then from Herrick Mountain Road north for about 4,000 feet. That takes in two of the worst sections at a cost of $224,000, as stated in the town meeting warrant article.
The second option is to reconstruct a mile from Searles north doing culvert and ditch work, and applying an overlay mix from the Searles home south to Hardy Cemetery, approximately 6,200 feet. Total cost for both sections is $416,688, which includes a proposed 10-year loan from the Maine Bond Authority for $222,688.
The third option would shim and apply an overlay mix from the Searles home south to Hardy Cemetery for a total of $95,000.
While the committee has presented the plan to selectmen, it will be the first explanation to the town, Adams said. She expects the committee to make a presentation to explain the plan.
Another article requests a decision on a subdivision ordinance. At a recent public hearing, she said, the Planning Board took suggestions and amended an original proposal.
Parts of the town’s ordinance do not match a state ordinance and the Planning Board has to use both to make effective decisions, she said.
“There are a couple of articles that probably will take a lot of thought and discussion,” she said, mentioning the revised ordinance and Barker Road articles.
Voters will be asked to appropriate additional money for snowplowing and sanding for next year, she said. Voters also will be asked to cover a $28,000 overdraft for plowing and sanding from this past year with money taken from the town’s surplus, she said.
Along with that article, she said, selectmen have decided to put the sanding and plowing work out to bid. The town has contracted with Niles Logging for the past nine years and normally would just renew the contract. This year, however, they will start a bid process for the work.
A warrant article will cover the final payment on the town’s fire truck , bought in 2000, she said. The $1,300 payment includes an extra $300 to keep the town from paying interest.
Most other items are consistent with last year’s expenses, she said.
The town will also choose town officers for the coming year. These positions are nominated and voted on during the meeting. Adams will seek another three-year term and was unaware of anyone else who may want it, she said. The summer road commissioner serving from April to October will be voted on, as well as two Planning Board members to serve for two-year terms. An associate Planning Board member will be selected for a three-year term, and the town will also need a new SAD 9 school director for a two-year term. Director Ted Ellis will conclude his term in July and will not seek re-election, she said.
