BETHEL – After an executive session Monday night, the Board of Selectmen voted unanimously to take no action on an eight-part complaint filed by police Chief Alan Carr against Town Manager Scott Cole, the chairman said.

“We went through the eight complaints and we evaluated each one,” board Chairman Stanley Howe said. “We talked a lot about this.”

Howe declined to comment further, but said a full transcript of the open portions of the meeting would be available to the public Tuesday morning at the Bethel town office.

Last week, Carr brought a series of complaints to selectmen about Cole, most prominently that he had misappropriated the police budget and had undermined Carr’s authority.

“During my tenure with the Bethel Police Department,” Carr wrote in a Feb. 28 grievance to the board, “Mr. Cole has systematically worked to undermine my authority as Chief of Police, which continues to affect the quality of services that the department can provide to the community.”

Last week, Cole submitted a written response to Carr’s complaint, calling Carr’s allegations “groundless.” He said concerns about Carr’s performance had come to his attention during a settlement process for Lt. S.R. White, who was awarded $27,000 in February for unpaid overtime hours.

Carr declined comment on the board’s decision, referring questions to his attorney.
