RUMFORD – Town meeting this year comes in two parts.
The first 12 articles of Rumford’s 56-article warrant will be voted on at a traditional town meeting starting at 7 p.m. Monday in SAD 43’s Mountain Valley High School auditorium.
The rest of the warrant includes the proposed $7.3 million municipal budget for fiscal 2009, and charter and ordinance changes. These and municipal candidates will be voted on at referendum between the hours of 9 a.m. and 8 p.m. at the election meeting on Tuesday, June 10, in the American Legion Hall at 184 Congress St.
Monday’s articles fix the salaries of town officers for 2008-09, establish due dates for tax payments, sales of several parcels of land or town property, and extending the contract with Med-Care Ambulance Service for 10 years.
Selectmen are seeking authorization to sell:
• A parcel of land behind St. John’s cemetery.
• A parcel of land located on Mountain View Annex (formerly Franklin Annex Road).
• The old school located adjacent to and behind the Rumford Point Fire Station.
• A portion of the Drug Abuse Resistance Education Park, which is to be surveyed prior to sale to Gary Chiasson, owner of Bisson and Hebert Auto Body.
• Parcels of land, or to grant easements for land parcels, between Route 2 and Prospect Avenue to abutting owners.
Another article would authorize an easement to Gary Ball over town property located on Map 121/Lot 001.
Regarding referendum articles, among the proposed ordinances and ordinance changes are requiring police and fire department employees to live within 30 minutes of their stations; enforcing the two-hour parking limit; a curfew from 11 p.m. to 6 a.m. for people 17 and under; and a provision for removal of elective and administrative officers.
Another ordinance change involves amending the shoreland zoning map by changing a shoreland zoning district from limited commercial to general development. This would allow expanded business opportunities on three lots (including Rowe Rumford and two adjacent lots) located on the Androscoggin River side of Route 2.
Among several proposed charter amendments are allowing a town manager to live within the region, not just in Rumford; requiring first-year selectmen to undergo municipal office training; expanding the Board of Selectmen from five to seven; eliminating the Finance Committee; and changing the elected positions of tax collector and town clerk/treasurer to appointive positions.
In addition to money articles, selectmen recommend raising and appropriating $233,560 for social services, Black Mountain of Maine, the St. Athanasius and St. John School.
The Rumford ski area’s recommended portion of the $233,560 is $63,000.
