AUGUSTA (AP) – Attorney General Steven Rowe has ruled that two Indian Township law officers were legally justified when they fatally shot a Calais man on the Passamaquoddy Tribe reservation in eastern Maine. Indian Township Officer Alexander Nicholas II and Game Warden Scott Francis were legally justified in using deadly force against 40-year-old Douglas Kelley on May 12.

Proposals due for shipyard prison

KITTERY (AP) – The deadline for contractors, developers and real estate companies to submit proposals for reusing the shuttered Portsmouth Naval Shipyard prison was Thursday, but the Navy declined to say how many proposals were received.

If all goes well, the Navy hopes to have a contract signed next spring.

$3M research grant unvieled

AUGUSTA (AP) – Karen Baldacci has announced a $3.1 million research grant to study two community-based intervention programs and their effectiveness at reducing substance abuse among young people.

The study is to be conducted by the RAND Corporation in conjunction with the Search Institute, with funding from a National Institute on Drug Abuse grant.

Preliminary results of the research are expected in three years.

The announcement of the grant was scheduled Thursday at the State House.
