RUMFORD – The following are to be arraigned on Nov. 4 in Rumford District Court:

• Brandon J. Elliott, 21, Peru, operating under the influence, 1:10 a.m. Aug. 23 on Route 2. He was released on $500 unsecured bail.

• Richard A. Tibbetts, 56, Oxford, operating under the influence, 5:55 p.m. Aug. 20 on Lincoln Avenue. He was released on $300 cash bail.
