LIVERMORE FALLS – Selectmen plan to discuss having the town clerk/treasurer’s position appointed by them rather than being elected, when they meet Monday.

Voters rejected that change 145-117 in June 2007 during the town’s first referendum on municipal government articles.

Select board Chairwoman Louise Chabot said the last vote was close and it was done long enough ago that it could be brought up again.

“Today it is dangerous to work in that environment,” Chabot said, of keeping the position an elected one. “The individual needs to be knowledgeable with accounting practices and have adequate computer skills.”

In most Maine municipalities, that position is appointed rather than elected, she said.

“We need to ensure continuity in our process, and if we’re constantly training new individuals we won’t be able to,” she said.

The town has been fortunate to have Town Clerk/Treasurer Kristal Flagg continue to be elected, she said.

Flagg has served the town nearly 20 years. She is now acting as interim town manager until a new manager is hired.

Chabot said she believes townspeople need to be more informed on the subject and to reconsider the issue.

She didn’t realize that item was on the agenda for the meeting at 6:30 p.m. Oct. 6 at the town office, Chabot said.

It is listed next to the special town meeting discussion on the agenda.

Flagg said she was surprised to see the item on the agenda. Former Town Manager Martin Puckett had prepared most of the agenda before his last day on the job Sept. 26, Flagg said.

The board has a lengthy list of items to discuss, including sewer rates, which haven’t changed in at least 10 years, and a Federal Emergency Management Agency application to help offset culvert work on Haines Corner Road after it washed out in heavy rains.

Puckett said previously the price for the work was more than $60,000.
