ROXBURY – The Board of Selectmen on Tuesday appointed Planning Board members Barry Bunten, Mark Henry and Randy Orr to the local Planning Commission to address a deficiency in the town’s comprehensive plan.
With help from John Maloney of the Androscoggin Valley Council of Governments, the commission’s job is to create a section on renewable energy.
The current plan, which was created by Sutton, Gordon Gamble, Gerry Martin and Maloney and OK’d by town meeting voters in March 1993, doesn’t address renewable energy such as wind power.
For the past year and a half, town officials have been working with wind-power developer Independence Wind, which wants to erect 22 wind turbines on Roxbury hills.
That is subject to amending the comprehensive plan and creating a new zoning district that would allow wind facilities on town hills.
Earlier this year, a majority of voters approved the change. However, because certain legal procedures weren’t followed and the town’s comprehensive plan needs to be changed to address wind power, Roxbury must vote again on the issue.
At Tuesday night’s meeting, year-round Roxbury Pond resident Linda Kuras asked the board to consider appointing members from the community to the commission rather than solely going with planners.
“I felt it was more fair to appoint a broad-based group from the community, because the comprehensive plan is the bible of the town, and they decided to overlook that request and streamline,” Kuras said after the meeting. “The whole comprehensive plan should be done over. I know where the Planning Board stands and I thought there should be someone with other views.”
Planners have publicly stated in the past that they are wind-power proponents. Kuras opposes the project.
Selectman Deborah DeRoche defended the board’s decision to appoint planners only.
“I thought legal representation was the safer way to go,” she said.
Selectmen also agreed that Roxbury should rejoin AVCOG to ensure Maloney’s assistance.
Selectmen, planners and Maloney will meet at 6 p.m. Monday, Oct. 27, in the Town Office to discuss the comprehensive plan revision process. At 5:30 p.m. on Wednesday, Oct. 29, the Planning Commission will begin work on the matter.
Following a public hearing in November, the revision could go before voters by early December.
Tuesday’s meeting was the first since April that the town has had a full, three-person Board of Selectmen
Newcomer Mike Worthley and DeRoche, the lone selectman from the previous board, elected new member John Sutton as chairman. Worthley declined the leadership post, citing his work as a Roxbury volunteer firefighter and the department’s safety officer. He said that if there were a fire call, he’d have to leave.
