WILTON – Changes needed to meet state requirements for waterfowl habitat zones will be discussed during a public hearing Thursday at the town office, said Paul Montague, code enforcement officer.

The 7 p.m. planning board hearing will review a corrected rendition of an Androscoggin Valley Council of Governments map showing seven locations in Wilton that need to be changed from the town’s terminology of resource protection areas to high or moderate waterfowl habitats.

This is the second public hearing being held to prepare the changes prior to annual town meeting in June and to meet state requirements by July 2009, Montague said.

While changing the designation in the town’s shoreland zoning ordinance shouldn’t really affect how landowners can change the use of their property, the seven locations vary from foothills conservation land to small beaver ponds in woods locations along the Varnum Stream off Colby Miller Road and a piece by Pease Pond already designated as resource protection by the ordinance, he said.

One area near Thompson and Bennett streets and Route 2, while designated a resource protection area, has been excused by state requirements because it has already been developed probably as much as it can be, he said.

Following the public hearing, the board will continue an ongoing discussion about the town’s wind turbine ordinance. While the town isn’t well situated for a commercial wind farm as learned from wind charts, Montague said, some individuals have expressed interest in wind turbines designed for smaller, private residences and businesses, he said.

After one person proposed erecting one on Route 2, the board started looking at whether the town’s ordinance was too restrictive and whether it was fair to individuals, he said.

The board will review a first draft with Mike Sherrod, board chairman.
