HARTFORD – Bill Kennedy met with selectmen Thursday for the first time since being appointed code enforcement officer Jan. 8. He told selectmen he had passed his five tests to be certified.
The town has been without a permanent CEO since Jack Plumley became a selectman in 2008.
Plumley asked Kennedy to look into sites on Route 140 and Route 219. One site has no building permit yet, but the owner is building a road straight up the hill. Plumley said he told the owner he needed switch backs in the road to prevent gravel from washing into streams.
The other site has several streams and the building must be placed to satisfy the shoreland zone.
There was discussion over who should have keys to the sand/salt shed. The winter roads contractor and the town office have keys. One will be given to the road commissioner.
Considerable discussion arose over property on Sam Annis Road belonging to Julia Samson. Samson sent a complaint stating that water has been draining across her property causing a wetland near her house. She wants the situation fixed and compensation from the town for damages.
A contractor doing ditching worsened the problem, according to Samson. Selectmen voted to have the road commissioner and a selectman assess the situation.
Selectmen reviewed a complaint on winter road maintenance. Plumley said the contractor was running three trucks and doing a good job.
The board appointed Christine Mumau to the Planning Board and as an alternate to the Road Committee.
