PARIS – A judge set bail Thursday for a Florida man suspected of a parole violation on underlying felony charges.
Troy Carroll Vaughan, 38, of Fort Lauderdale, had been held without bail since his arrest on Jan. 9. Vaughan is accused of leaving Florida without the permission of his parole officer. He was found to be staying with a relative in Brownfield.
Vaughan was convicted in 1992 of two counts each of attempted first degree murder with a firearm, robbery with a firearm, kidnapping, and grand theft as well as one count each of armed burglary of a dwelling with a firearm and aggravated battery. He served about 15 years of a 30-year sentence and was paroled in October 2007.
Judge Paul Cote set Vaughan’s bail at $3,000 cash or $30,000 of real estate at Vaughan’s second appearance in the South Paris District Court.
According to Maine law, a judge may grant bail to people charged as fugitives from justice except in certain circumstances. Cote said he accepted defense lawyer John Jenness Jr.’s argument that Vaughan was charged with a parole violation and not a capital offense, which would have precluded setting bail.
Jenness initially asked for an unsecured bond with personal recognizance bail, but later asked Cote to grant a “reasonable real estate alternative.”
Assistant District Attorney Nicholas Worden of Androscoggin County asked that Vaughan continue to be held without bail.
According to Palm Beach Post archives, Vaughan and two other men were charged with breaking into a residence, raping a 43-year-old woman, terrorizing her boyfriend, and robbing their home before leaving with the couple’s two cars.
The three men pleaded no contest to charges in the incident. Clyde Abney, now 39, was sentenced to life in prison plus 129 years after pleading to two counts of attempted second degree murder and eight other counts. John David Ponder, now 40, was sentenced to life in prison without parole after pleading to two counts of attempted first degree murder, armed sexual battery with force, and eight other counts.
Vaughan remained at the Oxford County Jail on Thursday.
