RUMFORD – Voters attending the annual town meeting at 7 p.m. Tuesday, June 1, in the Mountain Valley High School auditorium will tackle 40 budget items.

The 14 warrant articles, which involve ordinance and charter amendments and proposed ordinances, will be decided at the polls during municipal elections from 9 a.m. to 8 p.m. on Tuesday, June 9, at the American Legion Hall at 184 Congress St.

According to the warrant and including social services recommendations, selectmen are asking voters to raise or appropriate $7 million for the fiscal year 2009-10.

Finance Committee recommendations came in $63,825 less.

Excluding social services funding amounts, selectmen recommend raising $6.8 million, which is $72,000 more than the Finance Committee recommends.

Of the 26 social services funding recommendations, the scenario reversed itself with the committee amount of $225,345 topping by $8,175 the $217,170 proposed by selectmen. Neither group agreed on the same figure for each of the 26 recommendations.

But of the rest of the municipal budget, both groups differed only on capital accounts, fire and police departments, general government and public service.

The committee recommends raising $52,000 less than the selectmen recommendation of $279,000 for capital accounts, by halving requests for fire and code enforcement equipment.

Selectmen pared a request of $814,230 for the police department to $803,430 while the Finance Committee went with the requested amount. Of the $793,838 requested for the fire department, selectmen settled on $700,000, while the committee dropped it even further to $675,000.

Of the general government department’s request of $787,808, selectmen recommend raising $795,708; the committee recommendation is $790,308. Budgeting differences came in the offices of town manager, town clerk-treasurer and tax collector.

Of the public service department, which comprises the public library, municipal planning and the Park Commission, the Finance Committee pared $400 from the commission request of $200,850 to recommend raising a total of $461,262. Selectmen went with requested amounts, totaling $461,662.

In the municipal election, the only contested race is that of selectmen. Incumbent board Chairman J. Arthur Boivin is seeking re-election to the three-year term against former chairman Gregory Buccina.

Incumbent Ronald E. Russell is uncontested  in a bid for another three-year term as assessor.

Four candidates: John Giambattista, Diane E. Paterson, Deborah J. Giasson, and Joseph F. Roberts are seeking to replace longtime tax collector Carlo Puiia, whom selectmen hired last month to serve as town manager.

Puiia will be appointed to the position after the June 9 polls close.
