LIVERMORE — The Select Board will hold a public hearing on Wednesday to consider a proposal to discontinue winter maintenance on seven roads or portions of roads for one year, Administrative Assistant Kurt Schaub said Wednesday.

Selectpersons voted Monday night to initiate the process after Highway Foreman Don St. Laurent made the request, Schaub said.

The intent is to close the roads to winter maintenance for one year and assess the effect before considering doing it for a longer period.

The law allows a single order on a road closure to be valid for up to 10 years, Schaub said.

Discontinuing maintenance on the roads has been kicked around for a few years, he said. They are difficult or time-consuming to maintain during active snowstorms.

The proposal would relieve the town of winter plowing responsibilities on roads that function primarily as private driveways, or those on which property owners no longer allow for a plow truck turnaround area.

“Five of the seven roads basically function as private driveways and are not through roads,” Schaub said. “Essentially, they are a spur of a road that goes to a single home.”

The hearing will be held at 6 p.m. Wednesday, Sept. 30, at the Town Office. Selectpersons will consider taking action on the roads following the hearing.

Norlands Road reconstruction

In other business, the board agreed to accept changeover orders for Norlands Road; the change extends the span of road to be fully reconstructed.

Initially, the portion of road to be reconstructed was to be 1,840 feet, Schaub said. However, aerial photographs were used to determine the distance and those measurements were not quite right, he said. The full reconstruction work will cover 2,016 feet.

After review, the board decided to extend the road work through the Richmond Hill Road intersection and to extend the opposite end past Bartlett Pond. The Bartlett Pond outlet culvert will be replaced as part of the extended work plan.

With the changes, the cost of the project is about $124,000, instead of the $99,500 C.H. Stevenson Inc. of Wayne originally bid, Schaub said. The cost is still within the capital budget of $200,000 and is still lower than Castonguay Excavation and Logging’s bid of about $157,000.

The increase includes the extension of the work, replacing two additional culverts and adding one where there currently isn’t one along with some additional ditching, Schaub said.

The changes will guarantee a more uniform road surface, he said.

The remainder of budget will cover a base coat of paving on that section of the road, Schaub said.

Roads considered for discontinued winter maintenance:

• Unnamed road serving the property at 18 Butterhill Road, which is off Route 4 (Tax map U-6, Lot 10).

• Unnamed road serving the property at 88 Federal Road, which is Route 4 (Tax map U-25, Lots 10 and 11).

• The portion of Old Leavitt Road extending beyond the residence at 52 Old Leavitt Road (Tax map R-7, Lot 18-G). Old Leavitt Road is off Route 108, north of Brettuns Pond.

• Unnamed road serving the property at 298 Sanders Road, directly across from Norton Road (Tax Map R-8, Lot 8).

• Unnamed road serving the property at 453 Canton Road, off Route 108 (Tax map R-8, Lot 40).

• Nelson Road in its entirety. It is located off Shackley Hill Road, which is off Route 108.

• The presumed discontinued portion of Center Road serving the property located at 191 Maple Lane (Tax Map R-10, Lot 51).
