PHILLIPS — The Planning Board will hold a public hearing Thursday, Feb. 4, to explain its proposed ordinance for a six-month moratorium on developing wind energy facilities.

The Planning Board will also answer questions on the ordinance at the hearing at 6 p.m. at the town office. Copies of the ordinance are available there for review.

It’s not about whether someone likes wind power or doesn’t like wind power, Planning Board member Dain Trafton said Wednesday. It’s about giving the town 180 days to develop an ordinance to assure responsible development, he said.

The Planning Board wants to make sure that any ordinance developed to oversee wind power benefits the town and is fair and reasonable to all people, town Code Enforcement Officer Katharine Shoaps said Wednesday.

Trafton said he knows of no pending applications for wind power sites in town.

TransCanada Corp. has a 44-turbine wind energy facility under construction in northern Franklin County in Kibby and Skinner townships. Half of the turbines were installed last year and the other half are scheduled to be installed this year.

The Canadian-based energy company is also proposing to expand the Kibby Wind Power Project by 15 more turbines in the Chain of Ponds Township area, which is next to the other two townships.
