Arthur Boivin of Rumford works on the counterbalances of a water wheel that sits next to the Visitors Center on Bridge Street in Rumford. He and his grandson Cody Boivin, a sophomore at Telstar Regional High School in Bethel, spent more than 19 hours restoring it to working order. Cody took on the project as part of his community service requirement for graduation. Arthur believes the wheel has not been working for four years.
