CMP trucks and garbage trucks that stop just before the crest of a hill should have a person from the truck direct traffic around the truck and make sure there is not another vehicle coming the other way. If they don’t do this and a vehicle risks going around the truck doing work, the vehicle takes a chance of having a head-on accident.

Bicyclists should go off the road on the crest of a hill, if they observe a vehicle coming up behind them near the crest of a hill so it does not force the vehicle over to the other lane. This would be good common sense on everyone’s part and show courtesy.
