RUMFORD — Among the issues selectmen will take up at Thursday night’s meeting is the defeat of a proposed wind-power ordinance and the passage of a charter amendment.
Town Manager Carlo Puiia said Wednesday afternoon that the Charter amendment, which passed 1,628 to 614, will go into effect during next year’s budget development season. At that time, residents will vote by ballot whether they want to appropriate funding for particular items. They can choose whether to support the selectmen’s recommended amount or the Finance Committee’s recommended amount.
The charter change came about because of confusion that led to Black Mountain of Maine not being funded at first because 657 voted to give no money, while 420 backed the selectmen’s recommendation and 637 backed the Finance Committee’s recommendation.
Some argued that the majority of voters wanted to finance the mountain. The difference was the amounts.
Voters eventually approved an amount for Black Mountain.
Puiia said some believe a town charter commission should be formed to review the entire document that is more than 50 years old.
The proposed wind ordinance, which many believe was so restrictive that no such development could take place, was defeated, prompting Puiia to say that selectmen will now have to decide on a process to address wind-power development.
