ROXBURY — Residents passed all but one of the 73 articles on the warrant at  Monday’s three-hour annual town meeting.

The result is a municipal budget that is virtually the same amount as last year’s.

Voters re-elected Selectman John Sutton to his first, full, three-year term. He defeated Planning Board member Cathy Matson by a vote of 34-27. Sutton had previously been elected to fill the remaining term of Mark Touchette.

Sutton said the budget came in at about $469,500. Just under $253,000 of the total will be raised by property taxes. The remainder will come from excise taxes and other revenues.

The tax rate would drop about 24 cents per $1,000 valuation, or to $18.68.

However, Sutton said the overall tax rate will likely rise when county and school taxes are figured in. Selectmen will set the 2011 tax rate after residents of the Western Foothills Regional School Unit 10 act on the 2011-12 operating budget in mid-June.

Voters approved raising $10,000 toward a property revaluation and mapping, $5,000 toward a revision of the town’s Comprehensive Plan, and just under $16,000 for payments to selectmen, the fire chief and other officers or committee members.

They also approved amendments to the town’s Shoreland Zoning Ordinance, and appropriated some money to all social service and other agencies except the River Valley Growth Council.

Sutton said the board had recommended that $500 be given to the council which works to improve the economy of the area. Voters said no.

Residents also raised $15,000 for the Roxbury Fire Department, just under $115,000 for winter roads maintenance and just over $26,000 for summer roads maintenance. They also approved an 8 percent property tax discount to those who pay by Sept. 1.

Sutton said the board was meeting Tuesday night to finish making municipal appointments for the upcoming year.
