PARIS — Selectmen will see and discuss a draft of a town medicinal marijuana ordinance for the first time Monday night.

The draft ordinance requires a nonrefundable $5,000 application fee for those interested in opening a dispensary, as well as an annual registration fee of “$5,000 or a sum greater to be determined by the selectmen.”

The ordinance comes after months of work by the Planning Board. According to Town Manager Phil Tarr, two members of the board were concerned about being held legally responsible for drafting an ordinance covering medicinal marijuana, which is still illegal at the federal level.

The Board of Selectmen approved a statement indemnifying members of the Planning Board. Selectmen approved a statement “to indemnify and protect from personal loss members of volunteer boards and committees who are acting judiciously on behalf of the Town.”

The Board will also discuss wording in an inquiry to the Maine Municipal Association regarding ATV road usage, despite a withdrawal of reconsideration from the X-tra Mile ATV Club on access to Parsons Road,. At the Feb. 14 meeting, selectmen discussed creating a precedent for allowing ATV use on public roads that extended beyond the Parsons Road issue.

Last week, the ATV club announced they had found a path that would require them to use less than 500 yards of the Parsons Road to connect their trail system, eliminating the need to ask permission.

The board will also discuss the Land Use Study Committee, a group meant to help shape future growth in Paris. The formation of the committee had been previously tabled, as some selectmen felt that applicants for the committee didn’t represent a sufficiently wide range of interests.

The town has received several more applicants since.

The board will also discuss proposed changes to the town’s purchasing policy submitted by Jack Richardson, chairman of the Policy and Procedure Committee.

The Board of Selectmen will meet at 7 p.m. at the Paris Fire Station.
