Second Vice Commander Ken Bouchard of Jay, American Legion Department of Maine, addressed Legion members at the 13th District (Penobscot County) meeting in Bangor. Bouchard briefed members on programs, Boys State and membership. He also talked about the importance of legion posts submitting their annual reports.
