To maximize potential funding and meet strict schedule requirements, the UV project was accelerated through an alternative delivery method of procurement called Engineer Procured Construction Management. EPCM, provided by the engineering firm Camp Dresser & McKee, is a form of “design-build,” in which, as the project design proceeds, several smaller design packages are competitively bid out.
The process proceeds according to a critical path schedule so that construction can begin quickly. Design stays a step ahead of construction, but expedites the process while still allowing for competitive bids by local subcontractors in the various construction trades. An overall project site master plan was developed and the project was broken into smaller, potentially stand-alone components. The project components were ranked by priority and designed to be phased in. The three phases are:
1.UV process, pumping and control equipment
2.Chemical facilities
3.Laboratory, administration areas, and operations and storage areas.
Without the EPCM approach, the two cities would not have met the strict scheduling requirements of the federal stimulus money and secured the $2.3 million in grant and low rate funding. John Storer, superintendent of the Auburn Water District, said, “Securing the grant funding significantly reduced the impacts to the rate payers while allowing the two utilities to construct joint facilities that will provide high quality safe drinking water to our customers for many decades.”
Added David Jones, Lewiston’s director of public services, “Working with the CDM team from planning through implementation of the EPCM process has been flawless. The innovative fast track approach allowed the two utilities to secure funding, which was critical to moving this project forward and complying with our regulatory requirements.”
The project involves converting the Auburn high-lift pump station to a low-lift station to pump to the new UV facility. The design also made provisions for the future addition of filtration units, should additional treatment ever be required.
