LIVERMORE FALLS — Selectmen voted Monday to appoint Sewer Department clerk Sue Sapiel of Jay as the new treasurer/town clerk,  effective July 1.

They also voted to give nonunion workers a 2 percent raise, the same as union workers will get in the coming year.

The money was in the budget, Town Manager Kristal Flagg said.

Current Treasurer/Town Clerk Kristal Flagg becomes officially full-time town manager on July 1.

Residents voted on June 14 to change the method of electing the treasurer/town clerk position to one that would be hired and appointed.

Sapiel was among numerous personnel appointments selectmen voted to approve as of July 1. Reappointed were James Butler Jr. as code enforcement officer, Gerry Pineau as fire chief, Dawn Young as tax collector and registrar of voters, Wayne Atwood as animal control officer, Kent Mitchell as plumbing inspector, and Annie O’Shea as health officer.

Flagg was appointed to many positions, including road commissioner, sewer commissioner and police commissioner.

Selectmen ended the meeting with an executive session to negotiate wages for Sapiel. Butler’s pay will be discussed at another meeting since he has taken a lot of training, Flagg said.

In other appointments, selectmen voted to appoint a new Planning Board. Voters approved an article that changes the structure of the board to five regular members and two alternates. With the vote, Chairman Bill Demaray, who was re-elected to head the board, said the board needed to appoint a new Planning Board.

The board appointed Mellette Pepin, Fran Szostek and Elicia Pillsbury to three-year terms. They also appointed Kenny Jacques and Bruce Adams to two-year terms. Appointed as alternates to one-year terms were John Ross and Russell Flagg.

Current Planning Board member Scott Roberts was not reappointed.

There are several vacant positions on boards that need to be filled, Demaray said. Those include Board of Assessment Review, Board of Appeals and Budget Committee.

Nonunion employees receiving 2 percent raises as of July 1, are:

Police Chief Ernest Steward Jr., from $24.41 an hour to $24.90;

Tax Collector Dawn Young, from $16.03 an hour to $16.35;

Plumbing Inspector Kent Mitchell, from $24.58 an hour to $25.o7;

Sewer clerk Amanda Leclerc, from $13.51 an hour to $13.78.

In other business, selectmen voted to buy a 2011 John Deere 310 SJ backhoe that comes with a five-year or 4,000-hour warranty for $75,612 from Nortrax, which factors in a $20,000 trade-in value for the existing machine. Voters authorized the board to seek funding for a backhoe not to exceed $85,000 on June 14.

Highway foreman Bill Nichols said the John Deere had all of the options,  including safety options that the crew was looking for. It is also in stock.
