CANTON — Braving a cold and rainy Saturday morning, 31 voters passed a municipal budget of $508,488-$509,038 for the fiscal year 2011-2012 in less than 90 minutes.
A few articles solicited discussion, but most of the 35 articles passed with no questions.
The big article needing approval from the town dealt with access for Inland Fisheries and Wildlife to cross town property to build a boat ramp in conjunction with the new dam construction.
The question whether the Water District had to approve the access in addition to the town was raised. Selectman Donny Hutchins speaking for the Water District said the trustees of the Water District had met and approved the access.
The article passed with the amendments requested by IF&W. Malcolm Ray read the revised amendment which added the words “over and across town land” and concluded the article with the words, “together with the right to improve the same and to construct facilities thereon for such public use.” The words “as the selectmen deem advisable” were removed from the end of the article.
The total social services budget of $5,150 was approved, but Community Concepts was changed to $1,500 from the recommended $500 and RCAM was changed to $1,000 from the recommended $2,000. Selectman Jackie Conant requested the change as she felt that Community Concepts did more for the town’s food bank.
Tom Adley of the Parks and Recreation Committee thanked the town for the support and commented on how the organization was a growing family, with many volunteers to help beautify the town. Richard Ray thanked Adley for the good job the committee is doing for the town’s park and trails.
Robert Walker from the Budget Committee clarified question on where requested funds were going in several articles.
Moderator Terry Hayes kept the group focused on the articles. One resident had complaints about the town mowing and Hayes referred her to the selectmen. Selectman Donny Hutchins suggested anyone with concerns should come by the office and fill out a form to have a paper trail which the board could act upon. Hayes suggested that those forms be available at the next town meeting so people could have them.
Administrative Assistant Kathy Hutchins said they would put a form in the next Town Crier, the town newsletter.
Fire Chief Shane Gallant had a flyer available asking for more volunteer firefighters. The paper suggested interested parties should go by the fire department on Tuesdays when the volunteers meet.
