SUMNER — The Board of Selectmen will recommend that an article to adopt the new shoreland zoning map be tabled at Monday night’s annual town meeting until its accuracy is determined, an official said Thursday.
The Androscoggin Valley Council of Governments drew the map, which the town can alter, but if it does, the Maine Department of Environmental Protection must review it, Town Clerk Susan Runes said Thursday night.
The new map has some land that was zoned residential now zoned resource protection, which carries restrictions about what property owners can do, she said.
Those changes were among the concerns raised by residents at Wednesday night’s hearing on the issue.
Steve Peters said some of his property is now within the 100-year flood plain, which it is not on the old map.
Runes said John Maloney of AVCOG said the maps are accurate because they match the Federal Emergency Management Agency’s updated flood plain maps. However, Runes said when the two agencies’ maps overlay each other there are some discrepancies.
Runes said she would call Maloney about questions and concerns raised at the hearing. One of those questions is whether the code enforcement officer could meet with the Planning Board to verify the accuracy of the shoreland zoning map.
She said residents should come to the town office and see if their property is affected by the new map.
Planning Board member Jim Durfee said some people have seen increases in their insurances because of the new map.
“The old maps were fine,” he said.
Selectman Mark Silber said the Planning Board should listen to petitioners who had concerns.
Selectman Mary Ann Haxton said according to what she was hearing, people would have a choice Monday night to pass over the article, adopt it or vote it down.
Runes said the board plans to recommend the article be tabled until it’s determined that the new shoreland map is accurate.
The annual town meeting is at 7 p.m. Monday at the Hartford-Sumner Elementary School. There will be a social hour starting at 6 p.m.
