AUBURN — City officials Tuesday turned down a request to release an investigator’s report concerning a complaint of harassment made by former Finance Director Tracy Roy.

A letter emailed to the Sun Journal on Tuesday afternoon from city Human Resources Director Deborah Grimmig explained the circumstances around the investigation but said the investigation and the complaint are both confidential under Maine law.

The investigation was referenced in a letter from Roy sent to city councilors. Councilor Ray Berube read Roy’s letter at the Sept. 6 City Council meeting. It accuses City Manager Glenn Aho of fostering a hostile workplace.

According to Grimmig’s letter, the city received the complaint in May alleging harassment and retaliation by three administrative personnel. The city hired an outside attorney, Amy Homans of Portland, to investigate the claims.

According to Grimmig’s letter, Homan interviewed six city employees and concluded that all allegations are unfounded and unsubstantiated.

In her letter, Roy complained that neither she nor her attorney were allowed to see Homan’s report.

“But she understood that we are not allowed to talk about any investigation,” Aho said. “My hands are tied, and she understood that.”
