RUMFORD — A Rumford man remained behind bars Thursday, the day after police accused him of beating his girlfriend after a drinking binge and injecting himself with bath salts.

David S. Moore, 34, of 230 Cumberland St., second floor, was arraigned Thursday on charges of domestic violence assault, domestic violence terrorizing and violating conditions of release.

Unable to make bail of $500 cash and a Maine Pre-Trial Services contract, Moore was returned to Oxford County Jail in Paris, a jail official said.

Rumford police initially arrested Moore on Saturday on a charge of disorderly conduct for “making loud and unreasonable noises” in a public place. He was taken to the Paris jail and charged there with felony trafficking in prison contraband because he had a hypodermic syringe in his pocket, a jail official said.

He was released on bail with conditions that he not have or use alcohol or illegal drugs.

At 2:07 p.m. Wednesday, Rumford police Officer Mike Belanger and Sgt. Tracey Higley responded to a complaint of a domestic fight near 240 Cumberland St. Higley said that when they arrived, Moore’s “significant other” was on the street and accusing Moore of assaulting her.

According to Belanger’s affidavit, the 28-year-old woman “had a bloody nose and marks on her throat and back where she had recently been assaulted.” She said Moore “punched her numerous times all over her body, mostly in the face and back,” Belanger wrote.

“She stated Moore choked her until she could not breathe anymore” and she feared him “because Moore told her if he was arrested for domestic violence, he would kill her,” he wrote.

The woman also told Belanger that she hadn’t taken bath salts, an illegal drug, in six hours, the affidavit said. She was taken by ambulance to Rumford Hospital for treatment.

Higley and Belanger found Moore on the first floor at 230 Cumberland St. He told them he bought an 18-pack of beer earlier Wednesday, drank it all and had been injecting bath salts, the affidavit states.

He told the officers the woman stole his welfare card while he slept and went to buy groceries for their apartment. When he awoke, Moore said he became angry at what she’d done, they argued and he told her to leave, Belanger stated.

The woman went to the first floor apartment to call police, the affidavit states.

Moore was arrested and taken to jail.
