LIVERMORE FALLS — The town has received approval to use $258,700 in federal grant money to replace sewer mains on side streets off Route 4, Town Manager Kristal Flagg told selectmen Monday.

The town received a USDA Rural Development low interest loan for $326,300 and a $258,700 grant to replace sewer lines on Main Street several years ago. The project is being done in conjunction to state Department of Transportation project to reconstruct 1.1 miles of Route 4, known locally as Main Street, from Bridge Street in Livermore Falls to Pineau Street in Jay. The project has been expanded to go to Tweedie Street in Jay with completion extended to 2014, Flagg said.

The Livermore Falls Sewer Department, Jay Sewer Department and the Livermore Falls Water District are all replacing sewer lines during the project.

Flagg told selectmen that it looked like Livermore Falls would only use its loan money on the Route 4 project. The loan is required to be used first, she said, before the grant.

Flagg and Town Clerk/Treasurer Sue Sapiel made several calls after initial rejection of using the money, and were able to get the USDA to allow the town to use the grant money to replace clay sewer mains on side streets. Initially representatives said replacing the side street lines were not part of the original project, but town staff managed to convince them otherwise.

The side street work would be done in coordination with the Livermore Falls Water District, which would like to replace water lines on side streets, Flagg said.

Both entities are working with Wright-Pierce engineers on the initial project.

District Clerk/Treasurer Cheryl Marceau said Tuesday the plan is to replace water lines on the side streets if the district has grant money left. It is not known now how much grant money, if any, would be left, she said.

Flagg said Tuesday that the potential streets that could get new sewer mains are Richardson, Greene, Monroe, Gordon, Gagnon, Central, Prospect, Otis and Bemis.

Selectman Louise Chabot thanked Flagg and fellow staff for being persistent on the matter.
