RUMFORD — Selectmen will convene a special town meeting at 6 p.m. Thursday, Oct. 20, to vote to accept the 2009-10 town audit and a Community Development Block Grant application, Town Manager Carlo Puiia said Wednesday.

Puiia said voters had approved the town report at the annual business meeting this summer, with the exception of the town audit.

That and a prior audit completed by Harold Blake of Hallowell had to be reviewed by a licensed auditor after it was learned that Blake’s license to conduct municipal audits was in dispute.

Auditor Ron Smith of Buxton was hired to review the audits. At the selectmen’s meeting on Aug. 4, Smith told the board that the town’s finances were “rock solid.”

Approval of the reviewed 2009-10 audit must now be completed, Puiia said.

He said the CDBG application going before voters seeks approval not to exceed $300,000. Puiia said the grant won’t require Rumford to provide matching funds.

“We’re looking to do some more work for those that have (building) code issues, preservation in Strathglass Park and things like that,” he said.

Voters can also comment on the two articles in the Nov. 8 warrant, which are the proposed wind energy facilities ordinance and a proposed charter amendment to allow the town auditor, town attorney, town code enforcement officer, town plumbing inspector and town sealer of weights and measures be nonresidents to be appointed to those positions.

Selectmen will then convene their regular meeting at 7 p.m. Among the many agenda items are approvals sought:

* For a box culvert bid for Swain Road.

* To hold a special town meeting to authorize the use of Undesignated Fund Balance money to buy and install the Swain Road box culvert.

* For a request by Rumford Hospital for two additional handicap-identified parking spots directly in front of the hospital on Franklin Street, preferably in front of the 1926 building.

* To include an exit poll question for the Wind Energy Facility Ordinance vote to learn why people voted for or against it.

* To include a straw poll question on the Nov. 8 ballot to form a Charter Commission.

The culverts at Swain Road were taken out by Tropical Storm Irene this summer.
