LISBON — A municipal candidates forum will be held at the Town Office meeting room from 5 to 6:30 p.m. Tuesday, Nov. 1.
The forum will be aired on the public access channel on Friday at 7 p.m.
The two contested races in the Nov. 8 election are for the Town Council and School Committee. Councilor-at-Large Roger J. Cote is being challenged by Lisa M. Ward for a three-year term. Marcey L. Crosskill and Dean G. Willey are seeking the three-year seat on the School Committee.
An at-large seat on the Budget Advisory Board for three years and a one-year opening for the District 1 Budget Advisory Board will be filled by write-in votes. Water Commissioner Kenneth R. Wells is running unopposed.
Voters on Election Day will also consider eight charter amendments, including:
* To clarify disposition of any type of town property, except tax-acquired property.
* To clarify procedures for appointing town employees.
* To require that the tax assessor be certified as an assessor by the state of Maine.
* To clarify that the Town Council may act as the Board of Assessment Review in the advance of the appointment of an independent board.
* To clarify that abandoned capital expenditures lapse.
* To elaborate and specify in more detail the procedures and requirements for issuing permanent financing in the form of general obligation and revenue obligation securities on behalf of the town.
* To amend recall procedures to require that the reasons for recall be related to the requirements, duties and obligations of the position; to provide for an independent, external review of the sufficiency of the reasons for recall; and to provide for a public hearing so the public may discuss the petition and the basis for the recall.
In an advisory question, voters will be asked if they wish to have the town vote on an amendment to the town charter that, if enacted, would require voter approval at a referendum election for each annual municipal budget.
The full context of the questions and candidate ballots may be read on the town’s website at lisbonme.org.
The deadline to apply for absentee ballots is 4:30 p.m. Thursday, Nov. 3.
The polls will be open from 7 a.m. to 8 p.m. Nov. 8.
Voting in Ward 1, Lisbon, will be at the superintendent’s office, 19 Gartley St. Voting in Ward 2, Lisbon Falls, will be at the MTM Community Center, 16 School St.
