FARMINGTON — Riverview Condominiums faces another hurdle as a Main Street neighbor appeals the Planning Board’s approved findings on the project.
Abutter Dr. Christie James, through her attorney David Sanders, filed the appeal application in October for a review of decisions regarding Farmington Riverview LLC’s planned condominiums at 223 Main St., near downtown Farmington.
The Appeals Board will meet to review the appeal application at 6 p.m. Dec. 13 at the town office. Originally scheduled for a Nov. 17 review, the meeting was postponed till December.
William Marceau went before the board this summer with a plan to construct a six-unit condominium dwelling behind the present Main Street location that houses his Foothills Management and Development office, a hair salon and several apartments. The plan included turning ownership of both the present and future building into the hands of a condominium association.
The board reviewed the Riverview application seeking subdivision, site review and soil erosion control/storm water management approval. Following a site review and public hearings, the board approved the project in August. The board then approved written findings of fact and decision at their September meeting.
The appeal is based on that decision, according to the application, including seven factual findings made by the board.
Those include the location of the property in the town’s Village Residential District, not the Village Historical District, findings on the narrow access driveway to both buildings and the number of new residential structures placed on a grandfathered nonconforming lot. The appeal also questions the project’s lack of consideration for historic, natural, aesthetic, cultural or archaeological importance and harmony with existing buildings and other findings.
Concerns regarding a “potential appearance of bias” of Planning Board members were also raised in the appeal. Marceau did not participate in the board’s actions on the project but serves as vice chairman of the Planning Board.
